You can search and order the data via JAXA Data Online Service, "AUIG2 (ALOS-2/ALOS User Interface Gateway)". https://auig2.jaxa.jp/ips/home
However, you can order the data under the condition that your RA contract with JAXA should be concluded.
1)Display the "Order History " (clicking "Order History" in the main menu bar of AUIG2).
2)Click the "magnifying glass mark" and go to the "Order Detail Information".
3)By moving the top scroll bar to the right, you will find the reason for provision not possible.
