Report of the SAFE Workshop in APRSAF-18 at Marina Mandarin, Singapore

SAFE Workshop was held at Singapore on the 5th December 2011 in advance of APRSAF-18 and almost 50 peoples participated.
During the workshop, the progress of 4 ongoing prototypes was confirmed and the completion of two successful prototypes (Sri Lanka Coastal Monitoring and Indonesia Drought Monitoring) was reported to share its successful results of knowledge transfer and capacity building with participants.
Regarding the new proposal, one new prototyping (Mapping wetlands in Sri Lanka) out of 3 proposals was approved as a result of review and discussion.
CONCLUDING
FINDINGS
- Approve 1 new prototype: Mapping wetlands in Sri Lanka.
- Confirm the completion of two successful prototypes (Sri Lanka Coastal Monitoring and Indonesia Drought Monitoring)
- Confirm the progress of 4 ongoing prototypes (Pakistan Water Cycle Management, Sri Lanka Fishery, Thailand Fishery, Vietnam Mangrove Mapping).
RECOMMENDATIONS
- Welcome the revision of SAFE TOR to hold a stakeholder meeting to confirm, share and transfer the outcome of prototypes towards the operational use and to add the rule of SAFE prototype suspension/termination
- Recognize the importance and expectations for satellite data for forest and water resources management in Lao PDR, which could contribute to its management plan as scientific evidences.
- Recognize efforts of Lao PDR to develop national strategy for climate change adaptation and mitigation, and to elaborate it to Action Plan; and its expectation to utilize satellite data for climate change issues.
- Recognize JICA capacity building activities in Lao PDR, and possibility to continue information exchange between SAFE prototyping and JICA projects.
- Recognize the available MODIS regional Land Use products for SAFE prototyping by CRISP (downloadable at SAFE web portal).
- Confirm the excellent progress of 8 ongoing prototyping (Lao PDR Forest Monitoring; Indonesia Drought Monitoring; Sri Lanka Sea Level Rise; Vietnam Mangrove Monitoring; and Thailand Fish Monitoring; Cambodia Water Cycle Management; Pakistan Monitoring Water Cycle & Climate Change; Sri Lanka Ocean Frontal Modeling).
Progress of Ongoing Prototypes
Pakistan (Water Cycle & Climate Change)
- Confirm the good progress of prototyping, including building relationships through training workshops with stakeholders in Pakistan.
- Assure the progress of prototyping on time by securing the necessary data acquisition for the analysis keeping contact with related agencies.
Sri Lanka (Ocean Frontal Modeling)
- Confirm the progress of prototyping, but find difficulties in continuing prototype because of the limitation of human resources in NARA.
- SAFE secretariat and technical supporter to hold the meeting with NARA to discuss the possibility to continue prototyping.
Thailand (Fishery)
- Confirm the good progress of prototyping.
- Recommend to consider the acquisition of MODIS data from DIAS as alternative data source
Viet Nam (Mangrove)
- Confirm the good progress of prototyping.
- Expect the further progress on biomass estimation going back to the year of 2000.
Also the SAFE Terms of Reference (TOR) was revised to hold a stakeholder meeting to confirm, share and transfer the outcome of prototypes towards the operational use and to add the rule of SAFE prototype suspension/termination.
