Stakeholder Meeting of Indonesia's prototype titled ?eMapping and Monitoring Oil Palm Plantations Using Optical and SAR Space borne Data' was held in LAPAN?fs office at Jakarta on October 12, 2017. 26 participants from stakeholders including LAPAN, Ministry of Agriculture for Plantation, Indonesian Oil Palm Research Institute, Corruption Eradication Commission, University of Tokyo, Institute Teknologi National Bandung, Asian Institute of Technology (AIT) and JAXA joined the meeting.

Dr. M. Rokhis Khomarudin, the Director of Remote Sensing Application Center, LAPAN opened the floor for the meeting. He overviewed the project outcome and future operational use of the prototyping. He considers that the models developed through the prototyping could be applied to the oil palm classification and the tree age estimation in Indonesia. He said that LAPAN will continue to support the implementation of the outcome under SAFE prototyping.

Ms. Ita Carolita, LAPAN reported the results of their prototype ?eMapping and Monitoring Oil Palm Plantations Using Optical and SAR Space borne Data'. They used Landsat 8, SPOT6, ALOS-2/PALSAR-2 to monitor oil palm plantation under the prototype. For the oil palm classification, they generated the classification maps using PALSAR-2 (6m HH &HV) data and GLCM algorithm with around 85% accuracy in 4 targets sites (North Sumatera, West Kalimantan, Central Kalimantan, West Sulawesi). Also they investigated tree age estimation method for the oil palm plantation in Indonesia. They made age estimation models using PALSAR-2 data in 4 target sites and found that 4 models have different characteristic.

During the discussion, several suggestions were provided from technical supporters mainly from Dr. Wataru Takeuchi, University of Tokyo

  • Suitability map
    To identify age estimation model, suitability map should be prepared from the three types of information: Soil type, climatic conditions (ex. rainfall, temperature etc.), topography.
  • Procedure description
    For clarifying the developed methodology and sustainable use, oil palm mapping and age estimation procedure description should be prepared with scientific paper.
  • Necessary temporal resolution
    Assessment of observation plan and necessary temporal resolution of oil palm map information for users should be done.

As a result of the discussion, the participants agreed to continue to research toward further improvement by LAPAN and conduct further accuracy assessment of age estimation model, geolocation consistency between SAR images and oil palm age with more sample points (especially 0-5 years old), and classification of age estimation model using oil palm suitability maps over all Indonesia to build up national standard model. The participants also agreed to continue to support the implementation of the outcome under SAFE prototyping with users such as private companies and government companies. They recognized the importance of summarizing technical guideline documents to produce oil palm map from PALSAR/PALSAR-2 images by LAPAN and collaborating with Ministry of Finance, Ministry of Agriculture and other stakeholder agencies toward operational use.
